Havoc, formerly a feared Contractor but now without her powers, is captured by MI6 Contractors and transported, jointly with the Tokyo police, to a research facility in Tokyo. However, Havoc is kidnapped from the convoy by Hei's team. And it seems that Hei himself has a hidden agenda regarding Havoc.

Mai, on the run, is kidnapped by people from Meyer & Hilton, Tahara's previous employers, who want his research material. Meanwhile, Tahara reveals to Hei that he has been subduing his daughter's Contractor powers with the help of the seeds of a plant he brought back from the Gate expedition, which have also caused her to turn into a Moratorium. With the seeds' power weakening and no substitute available, Mai is unable to subdue her surfacing powers. Tahara is killed in an attempt to rescue Mai, who turns into a Contractor.

Hei meets Tahara, the sole survivor of the first expedition into Hell's Gate at his job and investigates him. Hei later helps his daughter Mai, when she is in trouble for shoplifting and staying out alone at night. Mai has a strained relation with her father, as he knows she is not normal. Hei hangs out with her for the night and the next morning they are attacked, when Kirihara is informed that a new star has appeared.

Hei brings Chiaki back to her apartment but find that her room has been ransacked by the men who have been chasing her. Chikaki asks to stay in Hei's room for now, and then they go out to eat in a diner. Before long, the men after Chiaki appear and Hei and Chiaki try to run, but Hei gets injured. The next day, Hei has a run in with the Contractors and in the process it is revealed that Chiaki has been dead for some time and the woman he's been helping is a Doll. Hei ends up killing the three Contractors and Chiaki "dies" in the process.

Hei, a powerful Contractor from the Organization under the alias Li Shunsheng, arrives in Tokyo to begin investigation of Hell's Gate which appeared ten years ago. He comes in contact with another Contractor known as Louis, and kills him after attempting to obtain information from him. Hei then meets a woman named Chiaki Shinoda who is connected with a number of other Contractors. Hei ends up saving her multiple times from said Contractors.

An inscrutable and abnormal territory, known as Hell's Gate, appeared and caused Tokyo to lose its original sky. In response to it, people who possessed special abilities appeared. However, the cost of gaining those abilities is that those people lack almost all human emotions. They are able to coldly murder other people and gained the fear of the populace, as well as the name Contractors. Intelligence agencies in countries around the world utilize their Contractors to uncover the secrets of Hell's Gate and engage in violent battles of intelligence information.

Hei is sent to Tokyo under the guise of an ordinary Chinese student, Li Shunsheng, but he is in reality a top-level Agent and Contractor from the Organization with the code BK201, "The Black God of Death". Hei fights against other Contractors with unpredictable abilities and encounters and parts with women with sorrowful pasts. He also becomes entangled with the Japanese National Police Agency on the phenomenon of Hell's Gate.
